Teachers
How many years can I be a CHOICE teacher?
The number of years of participation depends on the cohort. CHOICE consists of three separate cohorts:
- Cohort 0 (July 1, 2021- June 30, 2022) is the one-year pilot phase of CHOICE.
- Cohort 1 (August 1, 2022 – July 31, 2024) is the first cohort of full implementation and will last two full years. The majority of external evaluation activities will occur with Cohort 1.
- Cohort 2 (August 1, 2024 – December 31, 2025) will last at least 1 and ½ years but may be extended to two full years if funding is available beyond December 2025.
**Summer onboarding will be available for Cohorts 1 and 2**
What is the time commitment for a CHOICE teacher?
The time commitment will vary throughout the year, but we anticipate that teachers will spend, on average, 2-8 hours per month engaged in CHOICE activities. (This estimate does not include the actual time spent in the professional learning opportunities selected by each teacher.)
What are some examples of the professional learning opportunities that a CHOICE teacher may select?
The CHOICE Dashboard Menu offers both synchronous and asynchronous professional learning opportunities in both in-person and virtual formats.
Some examples include:
- Webinars
- State/national conferences
- Summer institutes
- Microcredentials
- College courses
- Training leading to certifications (e.g., CompTIA Security +, AutoCAD, HVAC, or other industry credentials)
Can I utilize CHOICE funding for professional learning that is not featured within the CHOICE Dashboard Menu?
Teachers can submit a request to have an opportunity added to the CHOICE Dashboard Menu so that CHOICE funding can then be applied to it. Requests should be submitted at least three weeks in advance of PL event/training to allow adequate time for review and verification. The Dashboard PL Recommendation Form can be found on the Forms Page within the CHOICE Dashboard.
What is the process to inform CHOICE staff of specific professional learning opportunities that could be added to the CHOICE Dashboard Menu for all CHOICE teachers to access?
Please share any potential PL opportunities via the Dashboard PL Recommendation Form found on the “Forms” page within the CHOICE Dashboard.
Do I need my administrator’s approval before participating in professional learning?
CHOICE teachers are permitted to self-select PL opportunities they wish to participate in without seeking administrator approval. However, if PL training occurs during the school day and requires a teacher to be out of the classroom and/or need a substitute, administrator approval may be necessary depending on school policies.
How often will I engage with my CHOICE CoP Facilitator and/or Content Specialists?
The CHOICE program has multiple touchpoints built in for CHOICE teachers to connect and engage with their CoP Facilitators and Content Specialists as well as their Community of Practice and the CHOICE Professional Learning Community. CoP Facilitators will host quarterly Community of Practice meetings and Content Specialists will host monthly PLC meetings. Teachers have the option to attend bi-weekly open office hours, engage in discussion forums, and reach out to Specialists and Facilitators for individual support. CoP Facilitators will touch base with teachers monthly via check-in discussion posts.
With whom should I address questions and concerns related to CHOICE CoP Facilitators or Content Specialists?
Teachers should address any concerns pertaining to their CoP Facilitator or Content Specialists with CHOICE Instructional Specialist, Alicia Belcher, who can be reached via email at alicia@vaedstrategies.org.
Who will have access to my self-assessment results?
Only CHOICE project staff and CoP Facilitators will have direct access to your self-assessment results. We welcome teachers to share and discuss self-assessment results with CHOICE Content Specialists and their school administrators.
Are there parameters for selecting professional learning opportunities?
CHOICE teachers are expected to take a self-assessment and develop an annual professional learning goal prior to selecting PL opportunities from the Dashboard. We encourage teachers to consider school goals, needs of their students, and their individual self-assessment results when drafting goals and choosing professional learning.
What am I expected to do after participating in a professional learning opportunity?
Teachers should complete a post PL survey to share feedback that may be useful for CHOICE project staff and PL providers. Teachers will also upload proof of completion into the CHOICE Dashboard. We expect each teacher to develop at least one implementation plan during the year to share how new strategies learned will be utilized in the classroom and lead to improving student outcomes. There are multiple opportunities for teachers to reflect on their experiences and collaborate with peers.
How much funding will I have available to use for professional learning?
Teachers will have $1500 each year (July 1-June 30) to use for professional learning and any related materials or travel expenditures.
Can I carry over my allotted CHOICE funding if I don’t spend the entire $1500 in the first year?
At this time, funds remaining from the original $1500 allotment for a year do not carry over into the following year.
What happens if I find a learning opportunity that exceeds my current CHOICE funding balance?
CHOICE funding allotted for professional learning is capped at $1500 a year per teacher. If your CHOICE funding balance is less than the amount needed for a particular professional learning opportunity, you will be expected to pay the difference. When you submit your request for the PL, you will be asked to agree to paying any overages, and you may need to pay for PL and/or travel costs upfront and then seek reimbursement for any amount remaining in your CHOICE funding balance. We encourage you to seek approval from your school or division to cover any out of pocket expenses that you incur over and above the $1500 allotted to you by CHOICE each year.
How far in advance should professional learning requests be submitted through the CHOICE Dashboard?
CHOICE Teachers should submit requests for PL opportunities featured within the CHOICE Dashboard at least 10 days prior to the event.
What resources are available to provide information and instructions for finding, requesting, and paying for PL and related travel or supplies?
On the Forms Page in the CHOICE Dashboard is a list of documents related to each step of the PL selection process for CHOICE. On the Tutorials Page is a video walkthrough of how to add, request, and pay for any desired PL.
What happens if I transfer to another school while I am in the project?
A teacher who transfers to another school during their cohort period will continue to be eligible to participate in CHOICE given the teacher still teaches math, science, computer science, and/or CTE course(s) and is transferring to a school already engaged in CHOICE. In instances where the school is not already part of the CHOICE initiative, the teacher’s participation will be dependent upon approval from their new administration.
What do I need to do if I have technical difficulties?
For technical difficulties related to accessing the CHOICE Dashboard, participating on a discussion board or completing an assignment, please contact your CoP Facilitator first. For all other technical issues, please contact our CHOICE Policy and Implementation Manager, Amanda Adams, via email at amanda@vaedstrategies.org.
What if I am no longer able to participate in the professional learning opportunity that I submitted in the CHOICE Dashboard?
If the training has not yet been paid for, CHOICE project staff will simply cancel the request in the system. However, if registration and payment has already been submitted, you will be encouraged to find another CHOICE teacher to attend in your place. The cost of that training will be split between your CHOICE funding balance and that of the teacher who goes in your spot. (The teacher attending in your place must have a CHOICE funding balance that will cover this cost.) If no one else is able to attend in your place or the PL provider will not permit a change to/refund of the registration, the full cost of the training will be deducted from your CHOICE funding balance.
If I am unable to attend a professional learning opportunity that has already been paid for, how do I invite another CHOICE teacher to go in my place?
If the training has not yet been paid for, the CHOICE Project Team will simply cancel the request in the system once they receive notice from you.
However, if registration and payment has already been submitted, and the PL provider will not permit a change to/refund of the registration, the full cost of the training will be deducted from your CHOICE funding. Should the provider/university issue you a refund for registration/tuition fees that were originally covered with CHOICE funding, those funds will need to be returned to Virginia Ed Strategies.

What happens if I no longer able to participate in the CHOICE project?
Teachers who are no longer able to participate in the CHOICE project should contact their CHOICE CoP Facilitator and/or a CHOICE project staff member via email. We hope to assist you in a way that allows you to continue if possible, but we understand that extenuating circumstances may arise.
CoP Facilitators
How many teachers will be be assigned to me?
Each CoP Facilitator will have be assigned approximately 80 teachers divided into two separate Communities of Practice (CoPs).
How often am I expected to engage with teachers?
- CoP Facilitators will host two Teacher CoP meetings per quarter with all resources being provided by the CHOICE project team.
- CoP Facilitators will offer a one-hour open office window bi-weekly.
- CoP Facilitators will be available to offer individual support as needed (e.g. individual meetings, email responses, Canvas messages, announcements).
- CoP Facilitators will facilitate teachers sharing and collaborating through discussion thread posts and responses.
What do I do if I have a teacher who has not been able to consistently participate in meetings and activities?
If a teacher is not regularly participating in meetings and activities, CoP Facilitators should reach out to the teacher to offer support. CoP Facilitators are encouraged to contact the CHOICE Instructional Specialist, Alicia Belcher (alicia@vaedstrategies.org), for assistance as needed.
What is the estimated monthly time commitment for CoP Facilitators?
The time commitment will vary depending on CHOICE activities and teacher needs, but we estimate that CoP Facilitators will spend approximately 25 hours per month on their project responsibilities. Details of the CHOICE tasks can be found in the Facilitator CoP. CHOICE project staff will provide templates and materials for Community of Practice meetings, discussion forums, monthly check-ins, etc. In addition to running a CoP for teachers, CoP Facilitators will also find and submit PL quarterly and engage in a Community of Practice specific to just Facilitators.
What opportunities will I have to collaborate with other CHOICE CoP Facilitators?
CoP Facilitators will collaborate with fellow Facilitators and Content Specialists in the Facilitator CoP and will have the opportunity to engage with all CHOICE participants in the CHOICE PLC.
Is CHOICE funding available to CoP Facilitators to use for professional learning?
CoP Facilitators will be compensated $10,000 (paid in equal quarterly installments) for the year. CoP Facilitators may use the $10,000 for personal or professional use. However, the funding supporting the CHOICE project does not allow us to pay for Facilitator’s professional learning.
Am I expected to communicate with my teachers’ administrators?
Any information related to teacher participation in CHOICE will be shared by CHOICE project staff only. CHOICE CoP Facilitators should not communicate with any of their teachers’ administrators. If you receive a request for information, please forward it directly to CHOICE Instructional Specialist, Alicia Belcher (alicia@vaedstrategies.org).
What qualifications or experience do I need in order to become a CHOICE CoP Facilitator?
CoP Facilitators will assist approximately 80 science, math, computer science, and CTE teachers (divided into two CoPs) with various CHOICE activities and engage with teachers through virtual CoP meetings, open office hours, individual appointments, discussion forums, emails, and strategic feedback. Each CoP Facilitator will have considerable experience as a Virginia high school educator and/or in supporting and mentoring teachers. More details can be found HERE.

Content Specialists
How many teachers will I serve in my role as Content Specialist?
The number of teachers each Content Specialist will serve varies depending on the number of CHOICE teachers who teach math, science, computer science, or CTE.
How often am I expected to engage with teachers?
- Content Specialists will host monthly PLC meetings open to teachers in their content area.
- Content Specialists will offer a one-hour open office window bi-weekly.
- Content Specialists will be available to offer individual support as needed (e.g. individual meetings, email responses, Canvas messages, announcements).
- Content Specialists will facilitate teachers sharing and collaborating through discussion thread posts and responses.
What is the estimated monthly time commitment for CHOICE Content Specialists?
The time commitment will vary depending on CHOICE activities and teacher needs, but we estimate that Content Specialists will spend approximately 15 hours per month on their project responsibilities. Details of the CHOICE tasks can be found in the PLC. Content Specialists will plan, setup, create materials and host PLC meetings and will create and publish implementation prompts, content related announcements, and polling materials. Content Specialists will find and submit PL opportunities monthly and will also engage in a Community of Practice meetings with fellow Content Specialists and CoP Facilitators.
What opportunities do I have to collaborate with other CHOICE Content Specialists?
Content Specialists will collaborate with fellow Content Specialists and CHOICE CoP Facilitators in the Facilitator CoP and will have the opportunity to engage with all CHOICE participants in the CHOICE PLC.
Is CHOICE funding available to Content Specialists to use for professional learning?
Content Specialists will be compensated $6,500 (paid in equal quarterly installments) for the year. CoP Facilitators may use the $6,500 for personal or professional use. However, the funding supporting the CHOICE project does not allow us to pay for Content Specialists’ professional learning.
Am I expected to communicate with my teachers’ administrators?
CHOICE Content Specialists are asked NOT to communicate with administrators regarding teachers’ participation. If you receive a request for information, please forward it directly to CHOICE Instructional Specialist, Alicia Belcher (alicia@vaedstrategies.org).
What qualifications or experiences do I need in order to become a CHOICE Content Specialist?
Content Specialists will provide support to teachers that is specific to their designated content area (e.g. math, science, computer science, or CTE). Through virtual open office hours, individual appointments, guided discussions, and webinar-style events, Content Specialists will provide teachers with the specialized assistance they need related to their content area and professional needs.
Content Specialists will have an advanced degree or a minimum of 18 graduate credit hours in their field as well as considerable experience as a Virginia high school educator. More details can be found HERE.

School Administrators
How can I ensure that a teacher's professional learning is aligned to our school goals?
Each CHOICE teacher is expected to take a self-assessment prior to selecting professional learning opportunities. The self-assessment is a custom online survey aligned with Virginia’s Uniform Performance Standards for Teachers and is meant to help CHOICE teachers reflect on their practices and guide their decision-making . Teachers will discuss their results with CHOICE CoP Facilitators and peers in their CoP, and they are also welcome to share this information with their school administrators. As teachers set annual professional learning goals for each year, they are encouraged to consider not only the self-assessment results but also the needs of their students and the goals of their schools and divisions. Administrators can further support teachers’ planning and selection of appropriate PL opportunities by ensuring that teachers are aware of school improvement goals.
Am I required to exempt teachers from our mandatory professional learning activities in order to participate in CHOICE?
It is the goal of CHOICE to empower and support the professional growth of teachers, and the United States Department of Education (USED) has funded our work (and that of six other grantees nationwide) to research the impact of giving teachers autonomy in professional learning. While we understand that your school or division may have goals and initiatives in place that may require specific training, we wish to work with you to lessen the overall burden on teachers and give them as much autonomy as possible. The CHOICE project team will collaborate with each school to understand unique circumstances, set individual plans for participation, and determine the best path forward to success. Do I need to approve professional learning experiences that my teachers select?
It is important that CHOICE teachers have administrator support in all aspects of the program. All professional learning opportunities in our Dashboard are of high quality and provided by providers already known and trusted by Virginia schools. The teacher is not expected to seek administrator approval prior to participating in a professional learning opportunity unless time off and/or a substitute is needed to attend the training during a normal school day.
Will I be able to collaborate with other school administrators who have teachers participating in CHOICE?
Instructional leaders will have the opportunity to participate in an Administrator Community of Practice for their own professional growth, to collaborate with colleagues statewide, and to support CHOICE Teachers’ participation in program activities and implementation of new strategies in their classrooms.

Since CHOICE project staff are not involved in the evaluation of teachers, it is not necessary for administrators to share specific information about any teacher’s performance. If you would like to discuss ways our team can support your teachers’ growth and progress, please feel free to contact the CHOICE Instructional Specialist, Alicia Belcher (alicia@vaedstrategies.org).
How will teachers track attendance data necessary for recertification points?
Teachers can continue to use the same process that they currently use to keep track of information needed for recertification points. CHOICE project staff will maintain attendance records of teacher participation in CHOICE activities, and teachers will upload documentation into the CHOICE Dashboard to verify their completion of professional learning opportunities paid for with CHOICE funds. These cumulative records will be available to teachers during their participation in CHOICE to assist them in sharing with administrators as needed.
Can I require teachers to participate in CHOICE?
CHOICE promotes teacher empowerment and growth, and while school administrators are expected to encourage eligible teachers to participate, it is important that teachers NOT be required to do so.
Will we be provided with any reports or data to document the outcomes of the CHOICE project?
CHOICE is being externally evaluated by ICF International, an experienced team of professionals who have specific expertise in program evaluation. The evaluation will consist of a Fidelity of Implementation study as well as an Impact study, and all reports resulting from the evaluation will be made available to school leaders and other stakeholders. The CHOICE project team will also provide regular updates about activities and early findings throughout the project period.
Can grant funds be used to pay for substitutes?
At this time, CHOICE funds are not budgeted to pay for the cost of substitutes when teachers need to be out of the classroom for their selected professional learning opportunities. When the school or division elects to pay for a substitute, the cost will be counted as an in-kind contribution to the CHOICE project which helps us meet the 10% required match for the EIR grant. Because CHOICE teachers have the ability to select and attend PL from a variety of options (both in person and virtual as well as during or outside of the normal school day), in many cases, substitutes may not be needed for participation in CHOICE.
